Karen Gibson, an associate professor of urban studies and planning at Portland State University, is upset that the current wave of development along North Williams Avenue corridor did not occur when the area was the heart of Portland’s black community. “Twenty years ago you couldn’t get a light fixture repaired,” Gibson said. “It’s just disgusting.”
